U.S. Senators Mike Rounds and Angus King have introduced new legislation aimed at strengthening penalties for unauthorized access to U.S. Intelligence Community property. The proposed law, named the Intelligence Community Property Security Act of 2025, seeks to address the risks posed by trespassing on sensitive government sites.
Senator Rounds emphasized the national security risks involved, stating, “Having unauthorized personnel trespassing onto some of our nation’s most sensitive sites presents a grave national security risk. We can’t take these offenses lightly.” He further noted that the legislation aims to deter repeated offenses by increasing punishments.
Senator King highlighted the importance of securing intelligence facilities as part of broader national security efforts. “The 21st century threat landscape is complicated, but there are some simple and straightforward steps we can take to protect our security and operations — like make sure that our Intelligence Community facilities are not compromised by unauthorized trespassers,” he said.
The current legal framework under Title 18 of United States Code does not specifically address criminal incursions onto intelligence community properties. The new bill would amend this code to include specific provisions against such actions and adjust penalties accordingly.
